A tufted rug is the type of rug that my client has. Tufted rugs are made by weaving loose strands through a cloth foundation. 

A coat of latex glue is applied to keep the loose tufts in place, then a piece of monk's cloth is affixed to the back to hide the glue and give the rug a finished appearance. 

Many people don't realize that, unlike hand-knotted area rugs, tufted rugs aren't made to survive for decades. 

Latex rugs have a fundamental flaw - The latex glue breaks down and becomes powdery and globs together after about 10 years, and the powder eventually makes its way out of the carpet and onto your floor. That's what the customer found under her rug—latex meant to break down the tufts of her rug.
